Central Corridor operations
Dar es Salaam to Rwanda: a controlled port, transit and Rusumo workflow
A practical shipment-control sequence for Rwanda-bound imports using Dar es Salaam, from TANCIS and port documentation through TePP, truck release, Central Corridor transit and destination closure.
Route control points
- 1Pre-arrival filing
- 2Dar es Salaam discharge
- 3TANCIS controls
- 4Delivery and release orders
- 5TePP and port charges
- 6Truck gate-out
- 7Rusumo OSBP
- 8Rwanda destination
Scope
Rwanda-bound cargo discharged at Dar es Salaam and moved by road through the Central Corridor and Rusumo. It focuses on handoffs; the current regulator decides commodity-specific controls.
Operating rule
At Dar es Salaam, preserve the dependency chain: customs decision, shipping-line delivery order, port invoicing and payment, truck announcement, gate ticket and physical release. Skipping the evidence between any two creates false status.
End-to-end workflow
What must happen, who owns it, and what proves completion
Pre-arrival
Prepare customs and port inputs
Start condition
Bill of lading and commercial file are available before vessel arrival.
Actions
- Appoint the registered clearing and forwarding agent and retain the authority.
- Validate bill of lading, invoice, packing list, origin and permit evidence.
- Prepare the customs declaration and self-assessment in TANCIS as early as allowed.
- Record ETA, document cut-offs, free time and the planned Rusumo movement.
Evidence to retain
- Agent authority
- Approved document set
- TANCIS submission reference
- ETA and free-time baseline
Customs and carrier
Obtain the distinct release instruments
Start condition
Cargo is manifested and the customs declaration is under processing.
Actions
- Resolve TANCIS assessment, payment, document checks and physical verification where assigned.
- Obtain the customs release order and the shipping agent's delivery order.
- Check bill, container and declaration references before using those releases at the port.
- Keep customs release and carrier commercial release as separate milestones.
Evidence to retain
- TANSAD or declaration reference
- Customs release order
- Delivery order
- Inspection and payment records
Port release
Pay, announce the truck and gate out
Start condition
The required release documents can be lodged with the port.
Actions
- Upload the required BL, delivery order and release order through the TPA payment process.
- Generate and settle the port invoice using the official control reference.
- Announce the assigned truck and driver and obtain the gate-in ticket.
- Reconcile container and seal during pickup and preserve gate security evidence.
Evidence to retain
- TePP submission
- Port invoice and receipt
- Truck announcement and gate ticket
- Gate-out time and seal
Central Corridor
Control transit through Rusumo and destination
Start condition
Cargo gates out for the designated Dar es Salaam–Rusumo route.
Actions
- Monitor planned corridor milestones without presenting estimates as customs events.
- Record arrival, control and exit timestamps at Rusumo OSBP.
- Escalate tracking, seal, route or customs-message exceptions with evidence.
- Complete Rwanda destination release, controlled-location exit and delivery closure.
Evidence to retain
- Transit movement reference
- Route and exception events
- Rusumo control evidence
- Rwanda release and proof of delivery
Shipment file control matrix
Bill of lading
Match bill number, consignee, notify party, vessel/voyage, ports, container and seal references to the shipment master.
Reviewed document version plus a resolved discrepancy log.
Commercial invoice
Match seller, buyer, currency, Incoterm, value, goods description and references used in the customs declaration.
Approved invoice version linked to the declaration entry.
Packing list
Reconcile packages, weights, marks and container allocation against the bill of lading and physical consignment.
Quantity and weight check with exceptions signed off.
Permits / certificates
Determine requirements from HS code, commodity, origin and regulator before arrival; do not treat a generic checklist as sufficient.
Valid permit, certificate of origin or inspection certificate tied to the cargo item.
Customs declaration
Verify declarant, regime, tariff classification, value, origin, destination, office and supporting-document references.
Accepted declaration, assessment and channel or control status.
Release and movement file
Keep customs release distinct from shipping-line delivery order, port release, transit bond and gate or exit evidence.
Each release reference, timestamp and issuing authority recorded separately.
Exception playbook
Signal
TANCIS release but no port invoice
Response
Check BL, delivery order, release order and TANSAD references in the port submission instead of repeating customs work.
Release condition
The TPA invoice is generated against the correct cargo and control reference.
Signal
Truck announced but cargo cannot gate out
Response
Separate terminal availability, security check, driver or truck mismatch, unpaid charge and active hold.
Release condition
Gate security accepts the cargo, vehicle and release set and records gate-out.
Signal
Rusumo arrival without clean onward status
Response
Reconcile transit reference, seals, customs messages and destination declaration; assign the unresolved control to one owner.
Release condition
The OSBP/customs handoff is accepted and the Rwanda movement status is recorded.
