Northern Corridor operations
Mombasa to Rwanda: the freight workflow beyond a port-to-Kigali status line
An operator-level playbook for controlling a Rwanda-bound import from pre-arrival work at Mombasa through port release, transit movement, Uganda and Rwanda border handoffs, and destination closure.
Route control points
- 1Origin document cut-off
- 2Port of Mombasa
- 3Kenya customs and port release
- 4Malaba or Busia
- 5Kampala transit leg
- 6Gatuna or Kagitumba
- 7Rwanda destination
Scope
Containerised or general cargo entering at Mombasa and moving inland to Rwanda. The exact border, terminal, inspection and permit sequence depends on the declaration, cargo type and carrier plan.
Operating rule
Track legal release, commercial release and physical movement as separate states. A customs status, shipping-line delivery order or truck dispatch is never a substitute for the other two.
End-to-end workflow
What must happen, who owns it, and what proves completion
Pre-arrival
Make the shipment corridor-ready
Start condition
Carrier booking and draft shipping documents are available.
Actions
- Confirm destination, discharge port, consignee and transit routing across all documents.
- Prepare destination-state customs work early under the EAC Single Customs Territory model.
- Confirm permits, standards controls, agent appointments and carrier release requirements.
- Set free-time dates, document cut-offs and escalation owners before vessel arrival.
Evidence to retain
- Approved shipping instructions
- Final document pack
- Agent appointments
- Free-time and ETA baseline

Inland transit
Maintain customs control in motion
Start condition
Cargo exits the port or controlled terminal under an approved movement.
Actions
- Record truck, driver, trailer, container and seal before departure.
- Monitor route milestones and customs-seal or electronic-tracking exceptions.
- Treat border arrival, queue, joint control and border exit as separate events.
- Escalate route deviation, seal change, accident or prolonged stationary time immediately.
Evidence to retain
- Gate-out record
- Truck and seal identity
- Transit or bond reference
- Border timestamps and exception trail
Rwanda closure
Close destination customs and delivery
Start condition
Cargo reaches the declared Rwanda customs or delivery location.
Actions
- Reconcile arrival identity with the port gate-out and border records.
- Complete destination customs controls and obtain release.
- Settle warehouse or handling charges and secure exit evidence.
- Capture proof of delivery and close the transit movement independently from commercial delivery.
Evidence to retain
- Arrival record

Shipment file control matrix
Bill of lading
Match bill number, consignee, notify party, vessel/voyage, ports, container and seal references to the shipment master.
Reviewed document version plus a resolved discrepancy log.
Commercial invoice
Match seller, buyer, currency, Incoterm, value, goods description and references used in the customs declaration.
Approved invoice version linked to the declaration entry.
Packing list
Reconcile packages, weights, marks and container allocation against the bill of lading and physical consignment.
Quantity and weight check with exceptions signed off.
Permits / certificates
Determine requirements from HS code, commodity, origin and regulator before arrival; do not treat a generic checklist as sufficient.
Valid permit, certificate of origin or inspection certificate tied to the cargo item.
Customs declaration
Verify declarant, regime, tariff classification, value, origin, destination, office and supporting-document references.
Accepted declaration, assessment and channel or control status.
Release and movement file
Keep customs release distinct from shipping-line delivery order, port release, transit bond and gate or exit evidence.
Each release reference, timestamp and issuing authority recorded separately.
Exception playbook
Signal
Manifest or bill reference mismatch
Response
Stop downstream reuse of the affected field and coordinate the carrier, agent and declarant around one corrected source.
Release condition
Manifest, bill, customs entry and shipment master carry the same approved reference.
Signal
Port release complete, pickup not possible
Response
Check carrier hold, port charges, terminal status, truck announcement, inspection hold and document validity separately.
Release condition
The terminal accepts the nominated truck and records cargo gate-out.
Signal
Transit delay or seal exception
Response
Preserve location and seal evidence, notify the transporter and responsible customs contacts, and avoid an unrecorded seal intervention.
Release condition
The movement is formally regularised and the next customs control accepts the cargo.
