Rwanda customs operations
Rwanda import clearance: a shipment-control workflow from document readiness to exit
A practical control model for importers, clearing agents and operations teams coordinating a Rwanda customs entry through ReSW, verification, release and final cargo exit.
Route control points
- 1Document readiness
- 2ReSW declaration
- 3Assessment and payment
- 4Customs channel
- 5Verification or query
- 6Release, fees and exit
Scope
Goods entering Rwanda for home use after arrival through a border post or inland clearance location. Commodity-specific permits and exemptions sit inside the same control file but must be confirmed with the responsible authority.
Operating rule
A shipment is not cleared because a declaration was submitted or duties were paid. Advance status only when the applicable verification is resolved, the customs release exists, other charges are settled and exit evidence is captured.
End-to-end workflow
What must happen, who owns it, and what proves completion
Before declaration
Build a declaration-ready file
Start condition
Commercial terms, transport document and cargo particulars are available.
Actions
- Confirm importer identity and agent authority.
- Reconcile bill of lading, invoice and packing list before using their data.
- Determine tariff classification, customs value, origin and permit obligations.
- Open discrepancies as named tasks instead of silently choosing one document.
Evidence to retain
- Signed agent authority
- Controlled document set
- Classification and permit decision
- Open-item register
Declaration
Submit and control the ReSW entry
Start condition
The shipment file passes the pre-declaration review.
Actions
- Prepare and submit the import declaration in Rwanda's Electronic Single Window.
- Attach or reference the approved supporting documents.
- Record the customs declaration number against the shipment.
- Route assessment notices to the payer without losing separate tax document IDs.
Evidence to retain
- ReSW acceptance
- Declaration reference
- Assessment notice
- Submission timestamp and declarant
Customs control
Resolve channel, verification and queries
Start condition
Payment is confirmed and Customs assigns the consignment to a control channel.
Actions
- Capture the assigned control status and any document or physical-verification request.
- Schedule access to cargo when physical verification is required.
- Answer queries with version-controlled evidence and preserve the response trail.
- Do not publish a client-cleared milestone while a customs query remains open.
Evidence to retain
- Payment confirmation
- Channel status
- Inspection or query record
- Customs decision
Release and exit
Complete the physical and financial exit
Start condition
Customs release order is available.
Actions
- Confirm any warehouse or handling charges and obtain settlement evidence.
- Coordinate truck, driver and collection authorization.
- Obtain the applicable exit note or gate evidence.
- Close the shipment milestone only after custody transfer is confirmed.
Evidence to retain
- Release order
- Warehouse payment receipt
- Exit note or gate pass
- Delivery or custody acknowledgment
Shipment file control matrix
Bill of lading
Match bill number, consignee, notify party, vessel/voyage, ports, container and seal references to the shipment master.
Reviewed document version plus a resolved discrepancy log.
Commercial invoice
Match seller, buyer, currency, Incoterm, value, goods description and references used in the customs declaration.
Approved invoice version linked to the declaration entry.
Packing list
Reconcile packages, weights, marks and container allocation against the bill of lading and physical consignment.
Quantity and weight check with exceptions signed off.
Permits / certificates
Determine requirements from HS code, commodity, origin and regulator before arrival; do not treat a generic checklist as sufficient.
Valid permit, certificate of origin or inspection certificate tied to the cargo item.
Customs declaration
Verify declarant, regime, tariff classification, value, origin, destination, office and supporting-document references.
Accepted declaration, assessment and channel or control status.
Release and movement file
Keep customs release distinct from shipping-line delivery order, port release, transit bond and gate or exit evidence.
Each release reference, timestamp and issuing authority recorded separately.
Exception playbook
Signal
Documents disagree before filing
Response
Freeze declaration data, identify the authoritative issuer and request a corrected document or documented decision.
Release condition
The corrected version is approved and all dependent declaration fields are refreshed.
Signal
Customs query or verification request
Response
Assign one owner, log the exact request, response evidence and next follow-up time; keep the client milestone qualified.
Release condition
Customs records the query or verification as resolved and issues the next status.
Signal
Released in system, blocked at exit
Response
Separate customs, warehouse, transport and gate controls to find the missing authorization or unpaid charge.
Release condition
Exit note or gate evidence and custody transfer are both recorded.
